In Uzbekistan, public procurement will be carried out in two stages

    The President signed Law No. ZRU-1005 dated 11/27/2024 "On Amendments and Additions to the Law of the Republic of Uzbekistan "On Public Procurement" aimed at further improving the public procurement system."

    Amendments and additions are being made to the Law "On Public Procurement", providing for:

    introduction of new types of procurement procedures (simplified low-cost procurement procedure, two-stage public procurement);

    determination of the principle of sustainability, the mechanism for the implementation of centralized public procurement, the procedure for concluding and implementing a framework agreement;

    measures to prevent conflicts of interest when considering complaints in the field of public procurement.

    Thus, two-stage public procurement refers to a competitive way of public procurement of technically complex goods (works, services) of a certain value under one contract, conducted in two interrelated stages.

    From now on, several government customers can carry out centralized procurement of the same type of goods (works, services) through a centralized purchasing authority. This body is determined by the Cabinet of Ministers. The list of goods (works, services) purchased by the centralized purchasing authority will be published on a special information portal.

    The state customer can also conclude a framework agreement with several winners, determined by the results of the selection of the best offers or a tender for a period of 1 to 3 years.

    Public procurement in the amount of no more than 50 BRV (for budget customers - in the amount of no more than 25 BRV) under one contract can be carried out without the participation of the procurement commission, but in the amount of no more than 1,000 BRV - during one financial year for one corporate customer and in the amount of no more than 500 BRV - during one financial year for one budget customer.

    In this case, the winner is determined by the state customer by comparing prices obtained from open sources of information, or by requesting prices from at least 3 potential suppliers of goods (works, services) without placing an announcement on public procurement.
